IgrGrid bodyTemplate is not displaying values from other cells correctly after scrolling

Steps to Reproduce:

1. Run the attached sample project.
2. Scroll the grid vertically.
3. Note the "category" column, which has a body template that should take the "id" from the same row.

Result:

There are many cells in the category column that have the incorrect value for the "id" part of the body template, even though it is using the ctx.cell.row.data.id property

Funnily enough it's not simply many cells with the wrong value, if you also add the data.type/data.category to the template, the ones that remain with cached content ids always have the same category:

which would the the implicit value for the context.
Pretty sure that's due to this check used to restrict the re-render rate of templates:

that's checking implicit since the Angular context is always a static Proxy so it can't be used for that.

IIRC, we've once before dropped a similar check on older versions with minimal performance impact and might resort to that again and attempt to optimize again after we put in some infrastructure for stable diffing on those.
