Check if DDTrace/GlobalTracer tracer exists

If the DD package isn't installed in the Dockerfile, we will end up with errors like:

Error · Class 'DDTrace\GlobalTracer' not found

If this happen, high change are the DD_TRACE_CLI_ENABLED=1 is needed in the environment variable
