Update cz template page

I’ve opened a PR to update the cz_template so that the generated cz directory is a proper Python package:

commitizen-tools/commitizen_cz_template#6

This aligns the template with the customization docs introduced in #1657.

Many things there are outdated. e.g., poetry 1.x (poetry >= 2.2 or uv are better) and not using pep 735 compatible spec and etc. basically we'd better update the project to follow newer python conventions

As Lee pointed out, in a summary it would be:

1. update pyproject.toml to match latest standard. This plugin is a good start: https://github.com/zyf722/poetry-plugin-migrate
2. replace setup.py in favor of pyproject.toml
3. Create a project folder, like src/cz_{{cookiecutter.cz_name}}.py insted of being at the top
4. Correct the new pyproject.toml based on the previous changes
