Conditional Requests cannot cache still

Actually, this cannot work. Becase the github will default Cache-Control: no-cache.

@madneal - how do you recommend that this be fixed?
Why can't the user add a new HTTP Header value for Cache-Control to their HTTP Client?

It sounds to me like this is not a bug or misfeature of this client library, but instead needs to be reported to the official GitHub v3 API support team (not here).

Unless you can propose a change to this client library that will enable this usage, this issue should be closed and you should contact official GitHub tech support directly.
