Describe the bug
On the Code Evaluation page, the Evaluate button becomes active after entering a project URL, even when no checklist criteria are added.

Steps to reproduce the behavior:
1.Navigate to https://arcade.makecode.com/beta--eval.
2.Leave the checklist empty.
3.Enter any valid project URL.
4.Observe the Evaluate button state.

Actual behavior
Evaluate button clickable with empty checklist after entering project URL.

Expected behavior
The Evaluate button should remain disabled until at least one checklist criterion is added.
