….py, added and increased timeout in settings.toml, updated error handling in pulsar_operations.py to catch asyncio.TimeoutError and treat it as a PulsarLayerConnectionError

ci.yamlrun fails because tests are designed for docker type container.This PR has been tested against usegalaxy version utilizing new Pulsar TESP runner.
