Add the Universe Type Checker as a Dependency

Intended Change

Add the universe type checker as a direct dependency to be able
to use it from KeY directly without the need to download it separately.
Additionally, the java annotations used by the universe types have been added to Java Redux.

Plan

• test the change further
• Wait for Add support for Annotation Processors in the Javac Extension #3686 to be merged
• Document the changes
