There may be some compatibility issues in Spigot.
I am not familiar with BungeeCord, and it is currently under development and basically unusable.
Velocity is finished, but not final. I am not very happy with the current list, and it still needs some modifications.
The plugin list in Paper still has some shortcomings, such as showing plugins that have been unloaded or disabled. I will try to do it in the future.
