databricks ssh setupdoes not currently work in Azure Government regions.Tests
Two new unit tests have been created to test the
validateClusterAccessfunction with clusters that have theLEGACY_SINGLE_USERorLEGACY_SINGLE_USER_STANDARDaccess modes.
