This updates the core runtime libraries:

pgstac: 0.9.5 -> 0.9.9
titiler-pgstac: 1.9.x -> 2.0.x
stac-fastapi-pgstac: 6.1.x -> 6.2.x
tipg: 1.2.x -> 1.3.x
