Since we're now building LLVM in a wheel-compatible format, we should use it elsewhere in CI, starting with our own Python builds.

God, cibuildwheel is something... I don't know what.

The test phase runs in a fresh venv where the cmake/ninja installed
during BEFORE_ALL aren't available. Use CIBW_BEFORE_TEST_LINUX to
install them into the test venv.

pybind11 doesn't yet support the new linking conventions for
free-threaded CPython (cp314t). Skip these builds until dependencies
are updated.
