Update keycloak setup step to use the actively maintained version

Before, the keycloak setup step uses https://github.com/keycloak/keycloak-quickstarts/blob/latest/openshift/keycloak.yaml. It is outdated, and also incorrect in probes endpoints which causes the test [Monitor:legacy-test-framework-invariants-pathological][sig-arch] events should not repeat pathologically fails with event happened 631 times, something is wrong: namespace/keycloak ... Liveness probe warning: Probe terminated redirects in jobs

Now, update the keycloak setup step to use the actively maintained https://github.com/keycloak/keycloak-quickstarts/blob/main/kubernetes/keycloak.yaml.

Tested the PR with:

$ export KUBECONFIG=/path/to/admin/kubeconfig
$ export SHARED_DIR=/path/to/dir_of_admin_kubeconfig

$ cd ci-operator/step-registry/idp/external-oidc/
$ bash keycloak/server/idp-external-oidc-keycloak-server-commands.sh
$ bash idp-external-oidc-commands.sh
Above commands succeeded.

And logins regression tests passed:

Logged into "https://api.xxxx:6443/" as "oidc-user-test:[email protected]" from an external oidc issuer.

Open Console in browser, input the test user e.g. "keycloak-testuser-1" / password, then login to console succeeded.
