Add More Users to ROSA step registry OWNERS

Summary

Adding SREP team members as reviewers and approvers for the ROSA step registry to enable self-service maintenance of ROSA CI workflows.

Changes

• Added dustman9000 and joshbranham and bmeng to ci-operator/step-registry/rosa/OWNERS
• Regenerated all metadata files under rosa/ via make registry-metadata
